WTU 100 project is sponsored by alternative president Shi Xianwen from the World Business Strategist Association, who acts as the head of the organizing group of this project, and Dalian Eminent Professional Association is in charge of the regulation and allocation of this project; the chief secretary of the association , Mr. Yang Guilin, acts as the chief-commander; the famous business strategist and the head of Dalian World Peace Park, Mr. Wang Runnan, acts as the chief strategist.

Professor Shi Xian Wen, president on duty by turns of World Business Strategist Association, a standing member of the Expert Consult Committee of Chinese Academy of Management Sciences , the director of Strategic Planning Committee of Dalian Outstanding Expert Association.

Mr. Yang Guilin was born on August 8, 1950. He is now the deputy-director of Science and Technology under the government of Dalian City, the director of Experts Service Center in Dalian, the  secretary-general and artificial person of Dalian Eminent Professional Association He organized demonstrations and planning with academicians in Dalian of the two academies and other excellent experts participating on the construction of Light-Track Railway, the new Railway Station in Dalian and the first Underwater-Viewing Boat.

Mr. Wang Runnan, the International Registered World Business Strategist Association(WBSA), was born on May 30, 1951. He graduated from the History Department of Liaoning University. He used to be the vice-president of Jinglian Group, the CEO of Jinglian Estate Developing Group. He is now the Deputy-CEO of Sun-Century Co, Ltd. and the head of Dalian World Peace Park.
